Application Background Checks by Employers Forbidden?

Yesterday President Obama announced that he is directing the Office of Personnel Management (OPM) to take action to “Ban the Box” in federal employment hiring practices, delaying inquiries into criminal history until later in the hiring process.
Earlier this month, the Senate Committee on Homeland Security and Government Affairs reported S. 2021, the Fair Chance to Compete for Jobs Act of 2015, from committee. This legislation would go a step further by requiring federal contractors to “Ban the Box” as well.
Last week, NACDL sent a letter to President Obama urging him to "Ban the Box." As you know, in 2014 we released Collateral Damage: America's Failure to Forgive or Forget in the War on Crime - A Roadmap to Restore Rights and Status After Arrest or Conviction that addresses the collateral consequences of arrest or conviction.
